Albert Cheng 909b3f6bea [svn-r8887] Purpose:
Improvement.

Description:
Moved the "-Wall -g -O0" to DEBUG_CFLAGS so that they are
used only in development mode.

Platforms tested:
Tested in TG-NCSA since this change affects ia64 platform only.
