Purpose: Updating as in 1.5 branch

Description:
	The C++ API source code was modified in 1.5 branch, mainly to
	improve usability in exception handlings.  Updated 1.4 C++
	source code to match.

Platform:
	arabica (sparc-sun-solaris 2.7)
