Purpose: Windows maintenance for the 1.6.1 release

Description: testhdf5 compilation failed on Win2000 because it needs
             to link with libtest library now.

Solution: Update the project to depend on libtest library

Platforms tested: Win200o with MSVC++ and DEC Fortran compilers
