Purpose: Maintenance
Description: I added new configuration file ia64-linux-gnu to the
c++/config directory and made ecc a default C++ compiler
for ia64-linux-gnu systems
Solution: N/A
Platforms tested: Altix (SGI Linux64 IA64 machine) - all tests passed
titan - configuration passed; it is still building
