Merge from Trunk
Description:
Merging all of my CFLAGS-related changes from trunk to 1.8
This includes revision #s: 17616, 17625, 17627, 17639, and 17643.
Tested:
h5committest and some additional checks on our FreeBSD as well
as NCSA's machines.
Description:
Add source code copyright notice; comment symbols vary by type of file.
Platforms tested:
No changes that should cause any problems. Nonetheless, the tree will
be checked out fresh and tests run immediately post-commit.
Description: Added -K c99 flag to sxc++ flags to ienforce C99 standard;
added cache values for getrusage and gethostname
