Bring r20557:22085 from trunk to this branch, also fixing some other
issues/failures in the branch simultaneously. The h5repack tests are still
failing, but Neil will be checking into those, so the branch can be fully
functional again.

Description:
Add ifdef's (controlled by the --enable-group-revision configure flag)
to disable group revision changes to the file format, in order to allow alpha
release to go ahead without releasing an unsupported version into the wild.

Description: cross_read.c is a new program to test reading data created
on an OpenVMS, a little-endian, and a big-endian machine. The three
data files are vms_data.h5, be_data.h5, and le_data.h5. To generate
these data files, run gen_cross.c on these machines and change the file
names.
