[svn-r26098] Removed copied m4 files from version control.

Developers will now have to run bin/reconfigure (deprecated, will be removed
soon) or autogen.sh after checking out code.

[svn-r19366] Updated autoconf to version 2.6.7, libtool to version 2.2.10, and m4 to version 1.4.14. Also added m4 directory for m4 macros according to autoconf suggestion.
