25ec07450a Change copyright headers to replace url referring to file to be removed
and replace it with new url for COPYING file.

Fix 2 lines in java error test expected output file where messages
include line numbers changed by reducing the copyright header by 2
lines.

    Add source code copyright notice; comment symbols vary by type of file.
Platforms tested:
    No changes that should cause any problems.  Nonetheless, the tree will
    be checked out fresh and tests run immediately post-commit.

Purpose: Catching up with C library

Description:  Fortran Library would not configure correctly with PGI compilers
              because configure couldn't find any appropriate filesin the config
              directories.
Solution:     Added new files for PGI compilers support on Linux 2.4

Platforms tested: arabica(C and F90), burrwhite (pgcc and pgf90), modi4 (F90 and parallel)
