Added Config::Flag_KeepAboveIfNotUtilityWindow

Which sets Qt::WindowStaysOnTopHint for floating windows.
Usually unneeded, as floating windows are Qt::Tool with a transient
parent, but in case you're using Flag_DontUseUtilityFloatingWindows
then you might want (or not) to keep them above.
